Job description

Qualifications

  • High level of professional experience in Education, in particular in humanitarian contexts.

The collaboration represents a node in an international civil society network which extends to over 6000 organisations, working in over 200 countries and territories. The long term vision is to strengthen civil society’s pro-active capacity to respond and prepare for crises, to transform the way NGOs approach capacity building, and to foster innovation through collaborative working. These objectives aim to help civil society adapt and respond to the growing demands of the future. With support from the Department for International Development (DFID) through the visionary Disasters Emergency Preparedness Programme (DEPP) and in partnership with the Communicating with Disaster Affected Communities Network (CDAC-N) the Start Network is launching an ambitious suite of projects designed to develop decentralised approaches to capacity building and to improve the quality and speed of humanitarian response in countries at risk of natural disaster or conflict related humanitarian emergencies.

The ADCB programme is a global initiative and will be implemented through the Age and Disability (A&D) Consortium led by HelpAge International. The Programme Officer will facilitate the implementation of the ADCB programme activities in Pakistan and Kenya, support all members of the consortium with smooth and effective collaboration and develop an effective communication strategy to capture the learning from the programme and disseminate it within the Age and Disability Consortium and the wider humanitarian sector.

Strong candidates will have substantial experience in development/humanitarian organisations and strong empirical knowledge of the humanitarian sector. Also essential is broad experience and strong skills in facilitation and coordination. In addition candidates should have broad experience working with humanitarian organisations and strong programme development and management skills.

Turkey: Protection Task Force Coordinator

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

The Child Protection Working Group (CPWG) was established in March 2013 as part of the humanitarian response in Northern Syria. Although the Working Group initially focused on child protection, over time the members of the group decided that the group should not be solely focused on child protection but on general protection concerns as well.

In early 2014, the group became the Protection Task Force (PTF) and started meeting twice monthly, with one meeting focused on child protection and one on general protection, held alternatively in Antakya and in Gaziantep. The IRC Co-Lead arrived in February 2014 and was joined by a UNICEF co-lead in May 2014. In mid July 2014, the IRC's Co-Lead resigned her position.

In response to UNSCR 2165 the UN is increasing its presence in Southeastern Turkey in accordance with a new mandate for cross border assistance. One result of this will be the formalization of the UN Cluster System of which the PTF will become a part. The PTF members are finalizing a TOR for what will be a permanent Protection Cluster Co-Lead and that position will be posted. Meanwhile, the IRC is recruiting for a limited-term interim Coordinator to fill the gap.

SCOPE OF WORK: The IRC PTF co-lead will work with the current UNICEF co-lead and HCR Senior Protection Officer to transition the PTF to a Protection Working Group with Child Protection and GBV sub Working Groups. The new structure will continue to address the following priorities identified by the Protection Task Force members and articulated as the Strategic Objectives of the Response Plan:

Preventing and responding to child protection concerns, especially the worst forms of child labor (specifically hazardous labor), child recruitment, early marriage, the risk of serious injury or death presented by Explosive Remnants of War, as well as psychosocial stress, child abuse, children living in households where there is domestic violence, etc. Referral pathways for child protection will be developed as a priority;

Preventing and responding to gender-based violence (to include the development of referral pathways);

  • Preventing discrimination against persons with disabilities, minorities, older persons and other vulnerable groups throughout all sectors;
  • Mainstreaming protection and incorporating the principles of meaningful access, safety, and dignity into all humanitarian aid activities (including participation and empowerment of women, children, persons with disabilities, older persons; accountability to beneficiaries; assistance provided in proportion to need and without any barriers; avoid causing harm) and
  • Strengthening response to psychosocial distress through the provision of psychosocial support services including child and women-friendly spaces, and encouraging provision of services to men and boys.

In addition, the Protection Sector identified key advocacy issues:

  • The inclusion of protection in all emergency response planning and inclusion of a protection component in all assessments;
  • Strengthening resilience and reducing vulnerability through livelihood programs; and
  • Advocating for a stop to indiscriminate attacks on civilians and for respect for international human rights and humanitarian law, including the right to seek asylum.

RESPONSIBILITIES:

  • Work with UN Co-leads to guide the PTF members through the process of cluster formalization.
  • Work with UN Co-leads and PTF members to ensure that key protection (including CP and GBV) concerns are reflected in OCHA or NGO-led multi-sectoral assessments, as well as other protection specific sectoral assessments.
  • Guide the PTF Information Management Officer in revision of the 3Ws so that reporting by partners, in particular Syrian NGOs is more consistent.
  • Raise protection concerns in interagency fora such as the Intersectoral Coordination Working Group (ICWG), the Humanitarian Liaison Group (HLG) and the Humanitarian Coordination Meeting (HCM).
  • Arrange/conduct direct training in protection (including CP and GBV) for key national and local stakeholders (local councils, camp coordination committees, camp managers, etc.) as feasible.
  • Represent protection actors within the Inter-Working Group coordination.
  • Collaborate with other bodies, including, in particular, the Education, Camp Coordination and Camp Management (CCCM) and Health Working Groups to ensure integration of protection concerns and responsive programming.
  • Work with partners to promote understanding of and adherence to humanitarian and protection principles and standards according to international legal frameworks.
  • Advocate with donors to ensure appropriate support for inter-agency protection (including CP and WPE) activities.

Human Resources Management and Development

  • The Coordinator will supervise, together with the UNICEF Co-Lead, the work of the PTF Information Management Officer (TORs available).
  • Explore capacity building and learning opportunities (in country and international) for the Information Management Officer and build capacity through formal training sessions, mentoring and coaching.
  • Conduct Performance Review of the Information Management Officer discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures.

Most Africans continue to rely on small-scale farming, but climate change and other causes of environmental degradation pose a severe threat to their livelihoods and food security. In addition, the overwhelming majority of African people lack sufficient access to energy which is a major obstacle to development. Inequality is at the heart of both issues: the wealthiest 20 per cent of the world’s population consume 80 per cent of the world’s resources.

Our campaign for climate justice aims to drive action at a global level on mitigation, adaptation and financing, supporting those who have done least to cause climate change but suffer most from its impact. Our African partners play a key role in this, targeting and engaging with national governments and regional institutions. In Africa our partners are also engaging governments in relation to national-level policy on climate-resilient Agriculture and Low Carbon Energy, while we do the same in the UK and the EU.

About the role

As a Senior Advocacy and Policy Officer in our Africa Division, you will be leading this division’s policy and advocacy work on Climate Change and Environmental Sustainability, including Resilient Agriculture and Low Carbon Development.

You will work with colleagues to develop our policy analysis, shape strategy and support or lead on advocacy in these areas. You will help to shape our ongoing global campaign in a way that strengthens the involvement of African civil society and ensures we are rooted in the experiences, analysis and priorities emerging from Africa. In addition you will support our African country programmes with their national policy and advocacy on these issues, as well as working closely with our regional partners who are advocating at the pan-African level

About you

We’re looking for an excellent communicator who can quickly establish relationships internally and externally including with colleagues and partners in Africa. Hopefully you’ve worked in Africa and have a strong understanding of advocacy approaches in the continent, as well as a good knowledge of the wider African context. You will have a strong knowledge of the issues outlined above and a background in policy and advocacy, most likely through having worked in a similar role for an NGO.

The International HIV/AIDS Alliance works with communities through local, national and global action on HIV, health and human rights. Our vision is a world without AIDS. Since 1994, the Alliance and its partners have supported over 3,000 projects, in over 40 countries, reaching millions of people. There is much more to be done. The epidemic continues to result in the death of millions of people every year and 34 million people globally are living with HIV – many denied their human rights, access to medicine and care.

The International HIV/AIDS Alliance is seeking a Regional Manager: Asia and Eastern Europe to lead on the development and learning of the Alliance’s work in the region.

The Regional Manager will be required to provide strategic direction in order to achieve the Alliance Strategy: HIV, Health and Rights 2013 – 2020, whilst ensuring that Alliance Linking Organisations and the HIV response are sustainable, focussing on working with Linking Organisations in middle income countries to generate income from non-Official Development Assistance (ODA) sources. The Regional Manager will represent the Alliance Secretariat and will ensure effective knowledge sharing and professional relationship building with national governments, relevant donors and other partners.

The successful candidate must have an awareness of organisational sustainability strategies, alongside experience of working in non-ODA and domestic funding environments. Significant knowledge of the socio-economic and political realities of the region and senior experience in working for the Ministry of Health or national government on health issues are also essential requirements of the role. We would very much welcome hearing from candidates with experience of working in Asian countries.
